Don’t buy this study – privatization will cost us

April 28, 2011

Despite its many inaccuracies, the recent report of the Montreal Economic Institute (Canada Post: Opening Up to Competition) is accurate in one respect. The study confirms that public ownership of Canada Post continues to provide Canadians with postage rates that are much lower than those charged by the few privatized post offices in Europe. The report fails to mention the actual postage rates in the privatized post offices it selects for comparison – Germany, Austria and the Netherlands - so let’s do some easy math. In Canada we pay 59 cents to mail a standard letter. Compare this rate to Germany ($0.77 Can), Austria ($0.77 Can, set to go up soon) and the Netherlands ( $0.64 Can). Our public post office wins hands down.

Letter to Rob Merrifield, Minister of State of Transport - Re: Moratorium on Rural Post Office Closures and the Government’s Response to the Report of the Canada Post Corporation Strategic Review (CPCSR)

February 17, 2010

Dear Mr. Merrifield: I am writing to thank you for your response to my letter dated December 7, 2009 and to request clarification on three issues. I understand from your letter that the government “has carefully considered all of the panel’s recommendations” from the Canada Post Corporation Strategic Review. Will the government be taking further action as a result of this consideration? For example, will you be accepting or rejecting the recommendation for an employee share ownership plan (#25)? Selling or giving shares to employees is partial privatization. Accepting this recommendation would violate the government’s promise not to consider privatization. I also understand from your letter that the government has decided to maintain the current moratorium on post office closures in rural and small one-post-office towns. This is good news. However, we would like to know if the government expects post offices and outlets covered by the moratorium to be public offices and not private outlets.

.

Letter from Rob Merrifield, Minister of State of Transport

February 11, 2010

I am writing in response to your correspondence of December 7,2009, regarding the moratorium on rural post office closures, the consultation process in the Canadian Postal Service Charter and recommendations in the report of the Canada Post Corporation Strategic Review. As I have indicated to you in earlier correspondence, the Service Charter clearly states that postal services to rural regions are an integral part of Canada Post's universal service. Consequently, the Government of Canada is maintaining the existing moratorium on the closure of rural post offices. No dilution of the existing moratorium is being considered. Section 14 of the Service Charter specifically addresses community outreach and consultation around decisions to permanently close, move or amalgamate corporate post offices. Given my responsibilities for Canada Post, I am informed of the results of all community consultations and of the arrangements made to ensure ongoing postal service to the community.

Letter to Rob Merrifield, Minister of State (Transport) from Mario Laframboise, soll., M.P., Argenteuil-Papineau-Mirabel, and Vice-President of the Standing Committee on Transport, Infrastructure and Communities

January 27, 2010

Dear Mr. Merrifield: Subject: Moratorium on closure of rural post offices – maintenance of postal services (Strategic Review of the Canada Post Corporation) To begin with, I wish to remind you that the Bloc Québécois has always rejected any attempt to reduce, close or transfer postal services that could seriously impact postal delivery services as we presently know them. We are well aware that such changes in services would have grave consequences on our communities. In light of this, I am writing you to request clarification on several concerns of ours that remain unanswered.

Letter to Rob Merrifield, Minister of State (Transport) from David Christopherson, MP Hamilton Centre and NDP Post Office Critic

January 25, 2010

Dear Mr. Merrifield: Re: Canada Post I received a copy of a letter to you from the Canadian Union of Postal Workers (dated December 7, 2009) which raises concerns regarding the Canadian Postal Service Charter and the Canada Post Corporation Strategic Review (CPCSR). Like CUPW, I am concerned that the government has not clarified its policy on the moratorium, as outlined in the Canadian Postal Service Charter. How does the government interpret its commitment to maintain the moratorium on rural post office closures? Are public post offices in rural and small one-post-office towns covered by the moratorium provision in the new Canadian Postal Service Charter? FUltherrnore, is there an expectation that the post offices and outlets covered

Letter to Rob Merrifield, Minister of State of Transport - Re: Moratorium on Rural Post Office Closures and the Government’s Response to the Report of the Canada Post Corporation Strategic Review (CPCSR)

December 7, 2009

I am writing further to my letter of September 14, 2009 to request a response to questions about the moratorium on rural post office closures and to also request information relating to the government’s response to the report of the Canada Post Corporation Strategic Review.

Dear member of Parliament: Postal bill to partially deregulate Canada Post is premature and potentially dangerous

October 15, 2009

In June 2009, the federal government introduced Bill C-44, an Act to amend the Canada Post Corporation Act. If approved, this bill would partially deregulate Canada Post by removing international letters from Canada Post’s exclusive privilege to handle letters. I oppose Bill C-44. Canada Post has an "exclusive privilege" to collect, transmit and deliver letters, including international letters, in order to finance its universal service obligation. The government should not be considering this major move without a proper review of the issue. This did not happen during the government’s recent strategic review of the post office.

.

Letter to Rob Merrifield, Minister of State of Transport - Re: Vague Commitment to Maintain the Moratorium on Rural Post Office Closures and Inadequate Consultation Process in ‘Canadian Postal Service Charter’

September 14, 2009

Dear Mr. Merrifield: I am writing to get clarification on the federal government’s commitment to maintain the moratorium on the closure of rural post offices. As you know, this commitment was included in the recently announced ‘Canadian Postal Service Charter’. The Charter says: “11. The moratorium on the closure of rural post offices is maintained.” The Charter does not say the current moratorium on closures is maintained. It does not say the moratorium on the closure of post offices in “small” one-post-office towns is maintained. The Charter only mentions “rural” post offices.

.

Letter to Rob Merrifield, Minister of State of Transport

July 29, 2009

Dear Mr. Merrifield: I am writing to request a response to my letters of May 14, 2009 and June 24, 2009 regarding the report of the Canada Post Corporation Strategic Review (CPCSR) and your response to this report. As you know, we have a number of concerns. We are especially troubled by the CPCSR recommendations to reconsider rural delivery and end the moratorium on post office closures in favour of a mechanism which gives Canada Post the flexibility to close post offices or convert these public post offices to private outlets. We are also concerned about the recommendation to legalize the activities of remailers, not to mention the fact that the government has accepted this recommendation by introducing Bill C-44. In May 2009, you indicated that the government intended to take some time to review the CPCSR report and engage in consultations before it commented on report recommendations.

.

Letter to Rob Merrifield, Minister of State of Transport - Re: Changes to the Canada Post Corporation Act Concerning Remail

June 24, 2009

Dear Mr. Merrifield: Re: Changes to the Canada Post Corporation Act Concerning Remail I am writing to state the opposition of the Canadian Union of Postal Workers to the decision of the federal government to amend the Canada Post Corporation Act to legalize the activities of the remailers. As you know both Canada Post Corporation and CUPW have voiced our concerns on many occasions that allowing the remailers to continue to siphon off CPC’s lettermail volumes and revenues would erode CPC’s abilities to provide service in remote and rural areas. Indeed, CPC President Moya Greene has estimated that the illegal activities of the international remailers result in a loss of revenue for CPC of between $60 to $80 million dollars annually. During our meeting of May 7, 2009 you stated that the government intended to take time to review the report and engage in consultations before it comments on the recommendations of the report of the Canada Post Corporation Strategic Review (CPCSR). Instead you have acted unilaterally to introduce legislation to legalize the activities of the remailers. We wish to know why the government has acted only on this one recommendation, out of sixty, which was never explained in the CPCSR report. Your actions will have a detrimental impact on the finances of CPC. We hope you will reconsider this decision and we would like to have an opportunity to discuss this matter with you directly.

Letter to Rob Merrifield, Minister of State of Transport - Re: Response to the report of the Canada Post Corporation Strategic Review

May 14, 2009

Rob Merrifield Minister of State of Transport Place de Ville, Tower C, 29th Floor 330 Sparks Street Ottawa, Ontario K1A 0N5 Dear Mr. Merrifield: Re: Response to the report of the Canada Post Corporation Strategic Review I would like to thank you for meeting with representatives of the Canadian Union of Postal Workers (CUPW) on May 7, 2009 and for listening to our views on the report of the Canada Post Corporation Strategic Review (CPCSR). As you know, there was not enough time at the meeting to adequately cover a number of recommendations. As such, I thought it would be useful to put our initial response to major report recommendations in writing. As well, the union has a number of questions relating to the report. From our point of view, the report contains both positive and negative recommendations.

April 16, 2009

Rob Merrifield, Minister of State of Transport Place de Ville, Tower C, 29th Floor 330 Sparks Street Ottawa, Ontario K1A 0N5 Dear Mr. Merrifield: Re: Report of the Canada Post Corporation Strategic Review I am writing to follow up on my November 7th letter which asks you to let us know when the report of the Canada Post Corporation Strategic Review (CPCSR) will be released to the public. When the federal government launched the Canada Post Corporation Strategic Review a year ago, it promised to make the report of the CPCSR public. The government has not yet done this in spite of receiving the report four months ago. A previous government only took about two months to release the report of the Canada Post Mandate Review, which was the last report on our public post office. Four months is a very long time, even by normal standards.

Dear Mr. McBride: CUPW wrote to Rob Merrifield, Minister of State for Transport, to raise concerns about media reports concerning the sale of Canada Post’s assets (see attached letter dated December 10, 2008) and to ask the Minister the following questions: Why does Canada Post keep coming up when the government’s review of assets is mentioned? Why would the government be reviewing Canada Post assets if the government does not get money from the sale of Canada Post assets? What Canada Post assets are being reviewed by the government and why?

I am following up on my letter of December 11th to provide you with additional information relating to the Canada Post Corporation Strategic Review (CPCSR). I have enclosed, for your information, a copy of CUPW’s submission to the CPCSR. This submission contains recommendations aimed at improving public postal service and ensuring Canada Post’s long-term viability. It also takes a strong stand against postal deregulation.

No time to undermine basic infrastructure like Canada Post (This letter was sent to Conservative Members of Parliament)

December 11, 2008

(This letter was sent to Conservative Members of Parliament) December 11, 2008 I am writing to congratulate you on your election and to wish you well during the current Parliament, which may be one of the most critical Parliaments in recent times. In addition to dealing with a serious economic crisis, you may also deal with the future of an important national institution – our public post office. The Canada Post Corporation Strategic Review (CPCSR) is scheduled to report to your government in December. As you know, the Canadian Union of Postal Workers (CUPW) is concerned that you are hoping to use recommendations from the pending report to partially or fully deregulate our post office. Recent moves suggest that you are also willing to allow the corporation to move towards privatization through public-private partnerships. All parties within the House of Commons are officially opposed to postal privatization.

December 11, 2008 This letter was sent to all other Members of Parliament Re: No time to undermine basic infrastructure like Canada Post I am writing to congratulate you on your election and to wish you well during the current Parliament, which may be one of the most critical Parliaments in recent times. The Canada Post Corporation Strategic Review (CPCSR) is scheduled to report to the federal government in December. Letter to Michael Ignatieff - Re: Canada Post and privatization through Private-Public Partnerships (P3s)

December 11, 2008

December 11, 2008 Michael Ignatieff House of Commons Ottawa, Ontario K1A 0A6 Dear Mr. Ignatieff: On behalf of the 56,000 members of the Canadian Union of Postal Workers (CUPW), I am writing to congratulate you on becoming the new leader of the Liberal Party of Canada. I am also writing to update you on a matter of urgent and utmost importance. All parties in the House of Commons are officially opposed to postal privatization, yet the Conservative government recently announced intentions to create PPP Canada Inc., a Crown Corporation designed to manage and encourage privatization through Public-Private Partnerships (P3s). Recent moves suggest that Canada Post is working with the government to pursue privatization of our public post office through P3s.

Letter to Rob Merrifield, Minister of State, Transport - Subject: Sale or Privatization of Canada Post

December 10, 2008

BY MAIL AND EMAIL December 10, 2008 Rob Merrifield Minister of State, Transport Place de Ville, Tower C, 29th Floor 330 Sparks Street Ottawa, Ontario K1A 0N5 Subject: Sale or Privatization of Canada Post In a Toronto Star article (Flaherty engages in numbers game he denounced, December 6, 2008), Chisholm Pothier, press secretary to Finance Minister Jim Flaherty, elaborated on Minister Flaherty’s announced review regarding the sale of government assets. Pothier is reported to have said that the government is focusing on a possible sale of enterprise Crown corporations, including Canada Post. We followed up with Flaherty’s press secretary and he informed us that the reporter was mistaken and that the Minister actually said, “We have no intention to sell either Canada Post or the CBC.”

Letter to Moya Greene - Re: Canada Post and privatization through Private-Public Partnerships (P3s)

December 10, 2008

PRIORITY POST December 10, 2008 Moya Greene President and Chief Executive Officer Canada Post Corporation 2701 Riverside Drive Ottawa, Ontario K1A 0B1 Dear Ms. Greene: On behalf of the 56,000 members of the Canadian Union of Postal Workers (CUPW), I am writing to express our concern about Canada Post’s intention to pursue privatization through Private-Public Partnerships (P3s). Canada Post’s recent appointment of Jodie Parmar to focus on Public-Private Partnerships (P3s) is indeed disturbing, as was his presentation at the 16th Annual P3 National Conference on November 25th, 2008, in Toronto: There Mr. Parmar presented that Canada Post intends to build more facilities and that if they are to be P3s then they will be full P3s, including private investors’ goals to design, build, finance, maintain (facility and equipment) and operate public postal facilities.
