If any members out there still doubt the necessity of launching a full-scale fight-back campaign against closures, privatization or deregulation at Canada Post, READ ON.

Canada Post has just posted two jobs on its web site, with duties that include managing massive network changes, including privatization of retail outlets, "rationalization" or closures of post offices and major developments at facilities such as plants.

Canada Post is in the process of hiring the henchmen or women for a plan they say doesn't exist. All Canada Post has ever told the union about its review of the national network is that the mail processing plant in Quebec City would be the first facility under review. Of course, we all know what is now happening to this plant. Management has decided to close it.

A few highlights

Position 1: Canada Post is hiring a Manager responsible for Retail Network & Facilities who:

· "Develops and implements the process which will identify opportunities for retail network rationalization that will result in the opening, closure or conversion of Corporate outlets.

· Provides input to the policies ... that manage and control the rationalization process, (including identification of potential Franchises)...."

· Develops and identifies service alternatives where rationalization will take place.

· Works with Corporate Communications to develop the programs to notify the public affected by the rationalization of the changes in services. (Note: that's "notify", not consult with.)

· Identifies potential "hot spots" where changes will not be well received and works with Communications and other groups to manage the situation to the Corporation's benefit.

· Identifies local problems and issues that arise because of the rationalization and works to solve those issues in such a way that service is maintained and public perception of the change is positive. (Note: As usual, the Corporation's concern is not so much with reduced service, but with the public's perception.)"

Position 2: Canada Post is hiring a Manager responsible for National Facility Change (NFC) who:

· "Manages the overall development and prioritization of the 2 Year National Facility Change Program, a corporate investment program totalling annually about 35-40 projects and approximately $26M capital and $400K program expense..."

It appears that the person in this position could be responsible for closing, opening or moving facilities.

The union hopes locals will take copies of these job postings to meetings with members of Parliament, municipal councils, labour councils, other allies and community newspapers. The postings are on Canada Post's Intranet (under jobs) for any employee to see. This is solid evidence for those still doubting the Corporation's intentions. It should be interesting to watch management try to deny their own job postings.
